This will vary depending on the size, use and location of the modular building. In many cases full planning permission must be sought. There are however some exemptions which fall under your permitted development rights and allow you to build under a clear set of parameters. Some temporary modular buildings may be eligible for a temporary planning approval rather than the full planning approval.
Yes, modular buildings can typically be expanded or reconfigured, which is one of the key advantages of modular/industrialised construction. Modular buildings can even be a bolt-on to a traditionally built building.
