Revitalising the Heart of the Town Centre
The town of Shirebrook, in Derbyshire, has undergone a major transformation as part of Bolsover District Council’s wider regeneration initiative. The council committed to delivering the new Shirebrook Pavillion, situated at the heart of the town centre, to revitalise the high street, market place, and create a valuable community asset.
We were appointed by Dragonfly Developments, the council’s development arm, to deliver the pavilion using a modular construction approach. This method provided the speed, programme certainty, and reduced disruption essential for a live, busy town‑centre environment. Modular construction offered a modern and efficient solution that aligned with the project’s timelines while ensuring the market square remained active, accessible, and minimally disrupted throughout the works.
Our approach to bringing the new pavilion to life involved a bespoke modular building with a floorspace spanning 156 m². The building needed to be adaptable to meet the community’s needs both now and in the future, so the interior layout of the building consisted of a community space, public toilets, market stall storage and a market supervisor office. Opting for a modular construction method meant that the building was delivered quickly, adhering to the council’s strict timeline while minimising impact on local community activity.
Features of the buildings include:
• Interior spaces comprising a large market stall storage room, a market supervisor office, and a flexible community hub space for co-working, events, café use, and tourist information. • Separate male, female and disabled WCs, with baby-changing facilities. • A tall corner feature creating a “lofty” multi-use space, echoing the town’s pithead heritage. • A green roof on top of the modules, aligning with the council’s biodiversity goals. • Painted timber external cladding.
Delivering to a Bustling Town Centre Site
The pavilion needed to be installed in the heart of the town on the busy marketplace and surrounded by shops which made logistics challenging. Although the marketplace was closed to the public during construction, our team still had to ensure that the modular building delivery would not disrupt residents, local businesses or the day-to-day footfall within the wider town centre.
To manage this, we implemented delivery strategy that was carefully planned in co-ordination with the local council. Modular buildings can be delivered and assembled onsite much more quickly than their traditional counterparts, meaning that road closures were kept to a minimum whilst the building was installed. Opting for offsite construction also meant that noise and disruption was completely minimised, enabling the surrounding commercial spaces to continue trade as normal while progress happened onsite.
Shirebrook’s new pavilion needed to incorporate sustainability at every stage of the building, whilst also being aesthetically pleasing within its town centre location. Given the project’s role within a wider regeneration scheme, it was important that the building complemented the surrounding public area while meeting clear environmental objectives. Close co-ordination between the Premier Modular team, designers, and the council meant that the design, fabrication and installation of the building remained aligned with the project’s goals.
As our modular buildings are constructed with precision at our factory, we send zero waste to landfill, whilst also using low-carbon materials for our builds. We also incorporated sustainable design features this project, including the green roof, a sustainable roofing system made up of vegetation to encourage biodiversity. The building also features fire-treated Thermowood cladding, providing a durable, low-impact finish that also pays homage to the town’s mining heritage.
